Kuliah Umum tentang Integrasi Pasar Modal di ASEAN
Pada Kamis 6 Oktober 2022, pukul 10:30-12:00 waktu Jakarta, Indonesia, Jurusan Hubungan Internasional Binus University melalui Center for Business and Diplomatic Studies (CBDS) Binus University menyelenggarakan Public Lecture yang merupakan bagian dari World Class Professor Program 2022 yang disponsori oleh Direktorat Jenderal Pendidikan Tinggi Indonesia (DIKTI). Public Lecture yang diadakan di Auditorium Binus University Kampus Anggrek ini membawa topik “Capital Market Integration in ASEAN: Offensive of Defensive Regionalism?” dengan kembali menghadirkan Prof. Lena Rethel, Chief Editor Review of International Political Economy Journal dari University of Warwick.
Acara dibuka dengan sambutan oleh Prof. Tirta Mursitama selaku Vice Rector of Research and Technology Transfer Binus University dan dihadiri oleh sekitar peserta yang bergabung melalui Zoom meeting platform serta hadir langsung di Auditorium.
Prof. Rethel membawakan paparan berjudul “Defensive or offensive regionalism? The politics of capital market integration in Southeast Asia”. Diawali dengan research puzzle yang menegaskan perbedaan ASEAN dengan Uni Eropa dalam hal pendekatan kedua region ini terhadap “legal framework for capital market integration” serta skeptisisme para pembuat kebijakannya, Prof. Rethel menandaskan bahwa ASEAN- mulai menunjukkan “a greater move towards capital market integration“, meskipun tentatif.
Bagi Prof. Rethel, “finance and financial cooperation have played an important role in the ASEAN regional project, but institutionalisation of regional financial cooperation remains shallow; progress dependent on bi- and minilateral agreements and unilateral concessions.” Prof. Rethel menegaskan karakteristik defensif dari regionalisme ASEAN. Namun begitu, ia mengklaim, “whilst defensive regionalism perspectives offer important insights into the regional projects, including its financial dimensions, the story is also more complex, with regard to both external and internal relations.” Prof. Rethel menutup paparannya dengan menyatakan bahwa “researching Southeast Asian political economy is far from straightforward but also intellectually very rewarding; being open in terms of disciplinary and methodological approaches helps – and so does developing backup plans!”
