19th Kijang Initiatives Forum

The Department of International Relations of Bina Nusantara University held the 19th Kijang Initiatives Forum (KIF) on Friday, March 4, 2016, 13:30 – 15.00 WIB, at Binus University’s Campus Syahdan. On this occasion, Prof. Stefano Tsukamoto, a researcher from Osaka University, shared the concept of disaster management centered on the society with the headline “People Centered Disaster Management: Building Disaster Resilient Community by Young People’s Empowerment in Indonesia”. Prof. Tsukamoto is currently a lecturer at the Doctoral Program on Multicultural Innovation Studies at Osaka University, and a visiting lecturer at the Graduate Program on Humanitarian Action at Universitas Gadjah Mada (UGM). He is the leader of Osaka University Satellite Project on Disaster Management and Humanitarian Action at UGM. Prof. Tsukamoto has expansive experience in crisis management, humanitarian aid, and disaster management as practitioner as well as academic staff.

Prof. Tsukamoto said that the disaster management concept applied in Japan is based on lessons learned from the experience of the Kobe earthquake in 1995. Since then, school buildings in Japan have been used to accommodate refugees as shelter places and also as places to protect children’s safety during an earthquake. Therefore, the buildings have been built to be earthquake-resistant. Otherwise, the displaced persons will have some problems if they stay in tents. Furthermore, there are also disaster simulations in schools. Prof. Tsukamoto suggested that the local governments need to follow up this initiative. To use school buildings as shelters if earthquake happens, the government needs to design earthquake-resistant school buildings with better sanitation facilities.

In his presentation, Prof. Tsukamoto also explained about three important factors when a disaster occurs. First, the information about the current situation when the disaster occurs should be known by all parties, from the local community to the government. Second, public preparedness and knowledge about first disaster management handling are also an important factor. Therefore, there is need for manuals and training to deal with any disaster that may occur. Last, based on the condition at the time of the disaster, the most important factor is the adaptive response of the persons who can make the right, early decisions, e.g. the decision to choose the most strategic place to evacuate the victims.

Prof. Tsukamoto highlighted the condition of Indonesia, which does not differ much from Japan, as a country prone to disasters, such as earthquakes, tsunamis, and volcanic eruptions. Therefore, the government should prioritize people participation in disaster management program, as the Japanese government do. Prof. Tsukamoto added that people participation is the solution to the difficulties that always arise in post-disaster management methods that do not involve the people itself. He also introduced a disaster response communication system based on smartphone mobile apps in that he made, namely Cared Safety Confirmation. According to Prof. Tsukamoto, this application is useful to deliver information about the condition and the presence of someone when disaster occurs. With this application, the younger generation is expected to form a community together to build and increase awareness about disaster management.


Departemen Hubungan Internasional Universitas Bina Nusantara kembali menyelenggarakan Kijang Initiatives Forum (KIF) untuk ke-19 kalinya pada Jumat, 4 Maret 2016, pukul 13.30 – 15.00 WIB, bertempat di Kampus Syahdan Binus. Pada kesempatan ini, Prof. Stefano Tsukamoto, peneliti dari Osaka University, berbagi tentang konsep manajemen bencana yang berpusat pada masyarakat dengan tajuk “People Centered Disaster Management: Building Disaster Resilient Community by Young People’s Empowerment in Indonesia”. Prof. Tsukamoto adalah pengajar program doktor di Kajian Multicultural Innovation, Osaka University, dan pengajar tamu program pascasarjana di Universitas Gadjah Mada. Ia mengepalai Satellite Project on Disaster Management and Humanitarian Action oleh Osaka University di UGM. Prof. Tsukamoto berpengalaman luas dalam manajemen krisis, bantuan kemanusiaan, dan manajemen bencana, serta merupakan praktisi sekaligus akademisi di bidang-bidang tersebut.

Prof. Tsukamoto mengungkapkan bahwa konsep manajemen bencana yang diterapkan di Jepang didasarkan pada pelajaran yang dipetik dari pengalaman gempa di Kobe pada 1995. Sejak saat itu, gedung-gedung sekolah di Jepang digunakan untuk tempat menampung para pengungsi berlindung, juga tempat melindungi keselamatan anak-anak saat gempa. Oleh karena itu, gedung-gedung sekolah di Jepang dibangun agar tahan terhadap gempa bumi. Jika tidak, pengungsi akan menghadapi masalah jika tinggal di tenda. Selain itu, di sekolah-sekolah juga ada pelajaran simulasi bencana. Hal inilah yang disarankan oleh Prof. Tsukamoto agar diikuti pemerintah lokal. Untuk menggunakan gedung sekolah sebagai tempat penampungan pada saat terjadi bencana, ada kebutuhan agar pemerintah merancang bangunan sekolah tahan gempa dengan fasilitas sanitasi yang lebih baik.

Dalam presentasinya, Prof. Tsukamoto juga menjelaskan tiga faktor penting ketika suatu bencana terjadi. Yang pertama, informasi mengenai situasi saat bencana sedang berlangsung sebaiknya diketahui oleh berbagai macam pihak, mulai dari masyarakat sekitar, sampai pemerintah. Kedua, kesiapan dan pengetahuan masyarakat tentang penanganan pertama saat suatu bencana terjadi juga merupakan faktor yang penting. Oleh karena itu, diperlukan manual dan pelatihan untuk menghadapi setiap bencana yang mungkin terjadi. Yang terakhir, berdasarkan situasi dan kondisi pada saat bencana terjadi, yang paling penting adalah respons adaptif dari seorang yang bisa mengambil keputusan yang tepat dan cepat, misalnya keputusan untuk memilih tempat evakuasi korban bencana yang paling strategis.

Prof. Tsukamoto menyoroti kondisi Indonesia yang tidak berbeda jauh dari Jepang sebagai negara rawan bencana, seperti gempa bumi, tsunami, dan letusan gunung berapi. Oleh karena itu, pemerintah harus memprioritaskan partisipasi masyarakat dalam program manajemen pascabencana, seperti yang dilakukan di Jepang. Prof. Tsukamoto menambahkan bahwa partisipasi masyarakat adalah solusi untuk kesulitan yang selalu muncul dalam metode manajemen pascabencana yang tidak melibatkan masyarakat itu sendiri. Ia juga memperkenalkan aplikasi sistem komunikasi tanggap bencana berbasis mobile apps di smartphone yang sudah dibuatnya, yaitu Cared Safety Confirmation. Menurut Prof. Tsukamoto, aplikasi ini berguna untuk menyampaikan informasi mengenai keadaan dan keberadaan seseorang saat bencana sedang terjadi. Melalui aplikasi ini, generasi muda diharapkan dapat membentuk suatu komunitas bersama untuk membangun dan mengingkatkan kesadaran mengenai penanganan bencana.
